In a White House meeting with President Joe Biden and congressional leaders this week, House Speaker Mike Johnson unequivocally expressed his intention to prevent a government shutdown, even if it means passing a stop-gap measure that he would prefer not to do. While Johnson holds considerable sway as House Speaker and can determine what bills get considered on the House floor, it is up to his GOP conference to bring support in the form of 218 votes for his endorsed legislation, allowing only for one defection or absence from the 219 Republicans in the House of Representatives today.
